FEMA Chief goes down

Democrats have found their first fall guy in the Katrina aftermath:

WASHINGTON — Federal Emergency Management Agency Director Michael Brown (search) is being removed from his role managing Hurricane Katrina relief efforts, The Associated Press has learned.

And as FEMA grapples with criticism from all sides regarding the speed and effectiveness of its response to Hurricane Katrina, questions are now being raised about Brown's background.
